My neighbors have a pet cat, and it lives outside. I’ve seen it all hours of the day, so I think it’s continual. I live in a mountainous area, and the neighbors moved in during the summer, so the temperature bounces between 55 F and 80 F during the summer, but it can get to -40 here in the winter. I pause now, because I’ve yet to see them leave it outside in winter, but that is coming up soon, summer is short where I live.
I think it must be attention starved because it constantly meows whenever people are around. It seems dying to get into my house too, trying to get in, thinking it’s it’s owners house (I can see why it would get confused, the neighbors are basement neighbors and the door to their house is on the top floor). I feel so bad for it, it’s never allowed inside and seems so sad. I’ve been leaving water out for it, I haven’t seen any evidence of a water bowl for it. I don’t see any evidence of food left out either.
Overall, is this inhumane or breaking any laws? (By laws I mean just generally, is this kind of treatment legal, I understand it varies state by state). And if not in reasonable weather, what about when winter hits like a ton of bricks in a couple months? Or am I myself being unreasonable?
