(sorry of wrong subreddit) Anxious German Shepherd

Recently a friend has moved away and I am taking care of their German Shepherd for the year while they're gone. She's going from a small town to a big city and is very anxious about other dogs, which are impossible to avoid on walks. She ignores some, but lunges and growls at others. I've read about giving treats when she ignores them, and to take her to places where dogs are and watch from afar, rewarding good behavior. This is all great, except that she won't take treats on walks, she is too distracted. When she relaxes a little she will take a treat, but it's not often (and she loves these treats) . Would the first step be to get her to take a treat on a walk?/ Maybe over time she will get less anxious? It hasn't been long since she moved so a lot has happened. Thanks!
