At my wit's end with litter box situation

Reddit, I need your help. My boyfriend's cat will not stop urinating /right outside the litter box/. We just moved and I would have figured that it was just him being angry and that he'd stop eventually, but he also repeatedly did this at the old house.

At the old place he would stand and pee against the outside of the bathtub, so we kept the bathroom door closed. He would then use the box, but if we opened the bathroom door to go in, he would run and try to get in. I once had the door open for about 10 seconds without looking and I realized that he ran, peed, and left in that time. He was fiending for that spot.

Now that we've moved, he has a litterbox in a very private, clean spot. We started with a lower sided box thinking it would be easier for him since he's old, but he doesn't squat when he pees and therefore just peed right out the side of it. He eventually started just peeing on the wall diagonal from the litter box and didn't bother going in.

We changed the litterbox to something with higher sides and I added a step for him so he can get in easily. He started using it just fine! I cleaned everything up and watched him climb into the box and go. That didn't last. He does it everytime I clean up; I will steam the floors, clean his litter, make sure nothing is stopping him from getting inside, and will watch him use the box the first time after I clean. Then I wake up in the morning and there's a massive amount of pee on the wall and floor. He only poops inside the box.

We are going to take him to the vet as soon as we can afford it. After reading about things I'm 90% sure he's diabetic but I can't understand why he's peeing RIGHT outside the box and still occasionally pees inside the box. If he was just losing control around the house it would be different but I'm at a loss.

Any help I can get would be great.
