Dog suddenly started peeing in the house at night.(Long Post, TL; DR at end)

My dog, a doberman (M4) started peeing in the house at night. He's house trained, fixed, and it's never been a problem til now. Admittedly, there have been some changes. My father passed away about four months ago, and my mom and the dogs have been here for about three. At first everything seemed fine. But some changes did have to be made. He used to be able to go out whenever he wanted, we had a whole acre of land that was fenced. Now we live in an apartment and we have neighbors. He used to sleep in the bed with Mom, but now he has to sleep by himself. When he sleeps with someone, he won't sleep through the night, he'll wake up three to four times a night. I stay up til 12am, take him out, give him a whole mL of CBD oil to help him sleep, but it's not working. We take the dogs out every 2-3 hours during the day. My mom goes to bed earlier than me so she wakes up before I do and for the past few nights, she says that he's been peeing on the house. I'm at a loss. I'm a very experienced large breed owner, but I've never run into this before and I don't know what to do. I'm scared that my mom will get rid of him, and I cry every morning now. It doesn't help that she's on antidepressants/antianxiety medication, so she's tired all the time. I'm slowly starting to take more and more responsibility for him, but I work and plan on going to college next year. In a few months, I won't have the time or energy to take them out all day until 12am. I thought about setting an alarm at 4-5am so he won't pee in the house, but my mom told me she took him out early once and he still did it. Should I just wait it out and hope he stops?

TL;DR: Doberman suddenly starts peeing in house at night. Nothing works, can't take on most of the responsibility for him for long, mom on antidepressants/antianxiety meds, scared she will get rid of him. Help.
