Microchip in my dog registered to abusive ex boyfriend

Not sure if this is the right place, but I’m desperate for advice. My sisters ex boyfriend bought her a puppy- a very expensive Pomeranian puppy. This guy was a complete tool, and super abusive to my sister. He took zero care of the puppy, while my sister paid for all of his vet care, food, toys- everything. Well eventually my sister left this jerk, and took the dog with her, and we now live together and I consider this dog mine as well. Problem is, his microchip is registered to the ex boyfriend (automatic at the time of purchase), and he was threatening to take her to court because she “stole his dog”. He even admitted to her that he didn’t care about the dog, just wanted to sell him to get his money back (we have proof through text messages if it helps). So the worry is, if her pup ever got lost and was scanned, they will call the ex boyfriend. We’re terrified of him ever getting out and losing him, because we know they’ll call him first and he’ll immediately claim the dog was stolen and then we’ll never see him again. Is there any way we can change the chip information without having to go through the ex? She left all of his paperwork at her ex boyfriends house, because she basically left in a hurry. The most we’ve done is put a new tag on him with our updated information, in hopes that if we were ever to get lost and his collar is still on, they’ll call us first. I hear of people actually stealing dogs all the time and microchips helped to reunite them with their owners, so I feel like it’s extremely easy to make up a story like this so people are less inclined to believe it... I feel like there’s nothing we can do. Any advice is appreciated, we would be devastated if we lost him.
