Cat keeps peeing on bed to send us a message

We have an approx 7-8 year old ragamuffin-ish cat who we have had for about 3 years, got her from a shelter but with no info about why she was there. When we first got her, she obviously had an adjustment period, and she peed on our bed about 4-5 times in the first month or so. After that, she mostly stopped, except she did it a few times after we came home from a weekend trip and left her alone for a couple days (nice welcome home present!)

We moved about 10 months ago and expected that to be another adjustment period for her; but she actually handled it fine. But now in the past couple months, she has started sporadically peeing on our bed again. It's seemingly in response to things, like leaving for the weekend, or changing the brand of litter, or one time we let her litter boxes (we have 2, next to each other in the bathroom) get a little too gross. It seems intentional, and yet also too sporadic to predict/prevent - she doesn't pee every time we leave for the weekend, for example.

She only ever pees on our bed. Nowhere else. And we don't have laundry in our building so everytime this happens, we have to haul everything to the laundromat and spend $10-20 on laundry. It's a pain in the ass. My husband wants to give her up, because he says this is going to keep happening for the next 10 years and probably get worse as she gets older, and he's tired of dealing with it. I don't like dealing with it either but I'm not ready to give her up; but I am at about my wit's end.

We've taken her to the vet a couple times and they say nothing seems physically wrong with her. We've tried UTI food; Feliway diffuser; we use Nature's Miracle on the pee spots. Not sure what else we can do.
