Female cat keeps trying to pee

My partner and I (UK) just adopted a 9 year old female indoor cat from a rescue shelter, whose previous owner had recently died. We've had her for a week now and she seems to be gradually settling in and exploring the house.

For the most part she now seems pretty content; she plays with us (especially running after the laser pointer), purrs a lot, eats and poos regularly and loves a good head stroke in the evening when she's sleepy. The one issue she's had since about day 3 here is that she keeps going to the litter box and trying to pee, but nothing (or very little) is coming out.

Having read about how serious this can be, as soon as it started we took her straight to the vet. He felt her bladder and said it was empty, and saw no other issues. He also said that the serious complications almost never happen to female cats anyway. He gave her an injection of some kind of painkiller and gave us some of the same stuff to put in her food, which we have been doing, and said that it was likely just stress of moving to a new place and learning a new routine.

It's now four days since we've been to the vet and she's still doing it, despite showing no other signs of stress or distress. We don't think she's actually been drinking enough water to pee anyway... We've tried flavouring her water with tuna and also buying a cat fountain, but neither of these have induced more than a very brief increased interest in drinking. She continues to seem otherwise happy, but when she's not sleeping and not otherwise occupied (with playing, eating or being stroked) then she will often go to the litter tray and try to pee (and fail) every few minutes.

She's overweight from her previous owner giving her a lot of treats, so she's on special weight loss food, which is dry; 45g per day, and she eats that no problem.

Is this a concern? The vet obviously didn't think so, but it seems odd as there are no other obvious signs. Is she just thinking she ought to pee but can't because she's not drinking enough? Any other tips to encourage water drinking? Is it just the stress of moving and will go away soon? She seems happy and healthy in general but I'd hate to be missing something serious.
