Questions and such - am i raising my dog right?

Hello! I need some help.

I've been crashing a couple of weeks at my girlfriend's house, and helping with her shih tzu.

Basic stuff, taking for a walk, playing with her and such. Then, the plot thickens.

My girlfriend works good 9 to 10 hours shift and i work the night shift, her parents (whom she live with) also help raising the dog, at some extent.

The dog's name will be "Charlie", for privacy. Charlie is 10 months old, and for starters, 9 out of 10 times pees right besides her diaper (the ones you put on the floor and the dog uses it). Any tips for this? I know potty training is one of the great questions, but really, my girlfriend cleaned the bathroom yesterday, this ia pretty annoying.

Ok, second question, i walk Charlie two times a day, on around 7am (when i get home from work) and 6pm, although she ia curious and seems to have fun outside...she is TOO much curious.

She will follow and sniff everyone she sees, and if not that, she will stops and watch people across the street. I can see when she's afraid or...idk, embarassed? (When her tails gets low and between her legs) when she see one or other people (no pattern, just stops randomly), and specially and she see other dogs. She is terrified of them! And still, she also attempts to follow them once they get far.

I also feel that i hold and pull her leash a bit tio much (when she examine the same thing forever, tries to cross the street, etc). Am i being too harsh on her? And for a 10-month-old, isn't she a bit too much afraid of everything? Oh, she also stops dead on her tracks anytime a loud car/truck/bike passes us.

She also nibbles on everything and bite us too hard when we play (It starts ok and gentle, then she crank up the heat).

I'm a reserved and mostly quiet person, so is it my personality the problem, or are we raising Charlie in a less desirable way, neglecting and so on...
