Is it always terrible to give a dog up?

We love our dog so much. He has dog reactivity and doesn’t like for strangers to come close to him and try to pet him, but doesn’t care about them while they walk past or anything. We need to find somewhere new to live and can’t find anywhere that accepts pets. We don’t have the money for the behaviour training he needs. He would be fine in a place with just us and a fenced backyard but we won’t have that for at least a year, probably more. We’ll be moving internationally in less than a year. I know that logically all of these things say we should give him up to a rescue that will train him and help him find a home with the resources and space for him but then I think about leaving him there and how he would feel if we never came back and it breaks my heart. Is it always terrible if we did? Or would it be better for him in the long run? Would it be terrible if we didn’t have a choice because we can’t find anywhere to live?
