My two cats are fighting ever since bringing puppy home

We have two cats (3 yrs old female and 1.5 yrs old male) and we recently brought home a ten month old shepherd puppy. The puppy is definitely interested in playing with that cats, but we have been trying to be very consistent in teaching him to leave them alone.

My two cats have never fully gotten along, my female cat only tolerates my male cat, who is much more playful and affectionate (and over double her size). They would occasionally wrestle, but I've never been worried as both seem equally as into it and there's never any hissing or growling. However, ever since getting our puppy I've noticed my male cat has been getting more aggressive towards our female cat, he has been starting legitimate fights that I have needed to intervene in.

Has anyone experienced this? Any tips on how to deal with this would be much appreciated. Is this just him taking out his frustration about the dog on her? I feel like we don't have much time to focus on them right now and I feel terrible. Will he grow out of this? I'll also add that they are both indoor cats/spayed and neutered. My male cat loves going outside to play so we try to take him into the yard at least once a day, my female cat couldn't care less about being outdoors.

I was already thinking about possibly rehoming our girl as I feel like she would be happier in a home with no other animals. She changed and became more timid and reclusive when we got our male cat and I feel bad keeping her in an environment where she is miserable. I was hoping eventually both cats could get along, but I'm thinking that may never happen. Now getting the dog seems to have made it even less likely...
