Our neighbors have two absolutely adorable dogs. They often tie them outside on the front porch of their house and usually with a short rope so they can’t really run or walk far. Dogs seem content and wag their tales when they see people walking by and bark too. We have never seen them walking their dogs outside. That doesn’t mean they don’t (I really hope they do) But we live here for half a year and never did we ever seen them walking their dogs. Only tie them to the porch... What should we do? Should we talk to the neighbors... if so how to do it politely? Thanks
