Older cat frustrated with kitten advice

So as the title states, I've been having a lot of issues with one of my older cats and a kitten.

For a little back story, up until the end of 2019 I just had 2 cats, a 14 year old orange tabby named Butters and a 7 year old Egyptian Mau named Peeps. Up until last summer they got along swimmingly, they'd cuddle, play wrestle and just generally be cool towards each other.

But then last summer Butters had a lot of health issues and that's when things started changing. Within the span of a few months he was in and out of the vets office 3 times; for a dental, getting an infected abscess drained off his stomach, and to deal with a case of trash gut since he loves to eat trash. After being sick for so long his relationship with Peeps changed. I know it was likely just from a dominance thing from butters now seeming weaker, but Peeps got really aggressive towards him. They started getting in huge screaming matches, just on the edge of fighting and otherwise wanted nothing to do with each other.

Things never really got better, so I figured Peeps needed a new younger cat to focus his attention on since Butters was turning into a grump. I work in a vets office and the vet had some kittens that were born around halloween. As a christmas gift he let me take home the one male in the litter: Buzz.

I did all the common introduction things, he got his own room for a while, then all the cats got to smell each other, then see each other, to guided interactions and shared meals. And everything seemed to be perfect. Peeps and Buzz seemed like the were starting to be best friends. They'd cuddle and play like they were best friends.

Fast forward to now and everyday is just constant high pitched, shrill shreaks from Peeps whenever Buzz even gets near him. At some point he decided that he wanted nothing to do with Buzz and now whenever Buzz initiates play, Peeps goes into flight mode and runs from him while hissing and screaming. They never fight, it's all just screaming from Peeps. Peeps will even go out of his way to find Buzz sleeping and start screaming at him. Buzz never does it aggressively, you can tell by his attitude that he just wants to play. At first I figured it might be a testosterone thing and got Buzz fixed at right around 6 months old but it didnt end up helping and things have continued.

Me and my family are at wits end with the daily screeching and I'm at a point where I dont even really feel bad cause if Peeps would play back or put him in his place then things might change, but hes also my baby and I feel bad that he has to go through this. I just dont know how to make it better.

Tldr: I got a new kitten to be a play mate for my 7 year old cat but the seven year old now just screeches at him when ever the kitten tries to play.
