So would i be in the wrong to make my dog into an inside dog?

I grew up with dogs. I live with my parents and in total we have 4 dogs. All the dogs that we have had have lived outside and only outside. It is only when my dog, Bill (7M, a jack russell)) was born, that there was one inside. Though in the last few years they have eased up and now in the evening they are often inside for a couple of hours. My mom trains 2 of the dogs so they are well taken care of + they have a big yard. I have a bit of a studio at my parents place and i am often in there with Bill. So he is used to being inside. He doesn't have any incidents, but he doesn't like to be alone for too long.

So i am planning on moving out with my boyfriend into an apartment with a yard. And i have been researching what to do, to keep Bill busy while we are at work as we ll both have a 9 to 5 job. So on to the story, mom got all the dogs pigs feet and they were happily chewing away for like an hour. So i asked some questions as to were she got it and such.. which led to asking why i was asking. So i explained that i was looking for ways to keep Bill busy in the apartment as i don't want him to be bored while i'm out. She looked confused at me.

Mom: But i thought you had a yard with the appartment?
Me confused: Yes, we do?
Mom: Wait you aren't planning on putting him outside?
Me: No, of course not. Why would i?
Mom; What!! You can't do that. Dogs are not supposed to stay inside for so long. They ll get blatter problems and destroy stuff.
Me: Well that is why i'm researching to keep him busy.
Mom: You can't keep a dog inside for 8 hours.
Me: But it already does that when he sleeps inside?
Mom: It is not the same.

So it kinda ended on that note, being unresolved. Now i'm second guessing myself as obviously Bill health and wellbeing come first. My parents have offered to keep him, but Bill is my family so yeah i said no to that. So would i be the asshole for making my dog into an inside dog? Any advice is welcome.
