How can I train my dogs to go to the bathroom outside?

My wife and I have two Siberian Huskies. I work from home, so I consistently take them outside by leash to go bathroom every 2 hours. The problem is that they are lazy or for whatever unknown reason, pee pee and poo poo in the house whenever they feel like it. We do not have a fenced-in yard. I'll take them out by prong collar, and they will take a few steps out the back door then refuse to walk any farther, sometimes pee a bit, but mostly not go at all. They pull a lot, even with prong collars. I'll go back to work for an hour and walk back in the kitchen and find a mess to clean up.

I've tried crating them, but one just goes bathroom in the crate and tries desperately to get out and they both immediately whine and bark the minute I leave the room. Nobody can get any sleep in my house. I put down pee pads, but they don't do much to help such large messes. My wife doesn't like bark collars, which we've tried in the past and don't really work. One dog is crazy, and dislikes the crate so much that if you shut the door and leave her alone for an hour with a peanutbutter kong, she still seems to have anxiety panic attacks and bend the metal to try and escape, for absolutely no so reason, other than my wife didn't crate train her as a puppy. I've reinforced and safety proofed the crates, but we don't close them in there anymore. At this point we just keep them in the kitchen with baby gates, but they try to destroy the baby gates too, and will often rip them down. I'm growing tired, and it feels like I'm their potty-clean-up slave. I yell at them, but I certainly don't hit them.

They are perfectly healthy dogs with firm normal poops. I walk them as much as I can, of course sometimes it rains, but I can't walk them very often in the winter. They seem to behave better if I gate them both in the same room as me, but they make so much noise, in demand of table food scraps. I can't be on the phone and my wife can't get any sleep, or they blatantly just go pee on the floor behind me while I'm working or while I'm sleeping. I never fail to wake up to a mess. They are often competitive over food. They will nip treats out of hand. I really believe it's behavioral. There is no discipline. I don't know what to do and I'm loosing sleep and pulling my hair out. My floors are getting ruined. What would you do?
