Is my new cat aggressive or oblivious?

I recently adopted a 1 yr old cat from a shelter. She is outgoing and chatty. She was abandoned so I have no idea how she was socialized with other cats.

I have another 1 year old cat. She’s normally quite sweet but she’s understandably anxious around the new cat and hisses when she comes too close.

However, my new cat acts almost totally oblivious to her hissing. She almost never hisses back, and will prance right up to the old cat and try to sniff her while she is hissing. My old cat will be practically on the verge of a panic attack and my new cat just goes about her business, even trying to play with her or eat her food, getting all up in her face.

This behavior is so odd! I’ve never seen a cat ignore another cat hissing like this. Is this a common thing? Do you think she’s trying to be dominant or is she just a poorly socialized cat?
