I felt like throwing my opinion/advice out on the matter of having too many pets for rentals. I've tried to Google this topic before and it seems that not many people have covered something like this and it's probably because they're not as crazy as I am.
So I ended up with 7 cats (had 10 initially) because we used to lived in a place owned by a family member, My girlfriend kept bringing them home from outside, we actually took care of a cat colony and she kept getting kittens over the years, so I just let her.
However, while I am on that topic, my family growing up always had 5+ cats and 2+ dogs in a rental and I got used to figuring out how to maneuver all of that.
Anyways, said family member who owned our home wanted to sell the home for cash out of nowhere, against a previous agreement we had made, and we weren't able to buy it, so, I had to move out. I'm not one of the type of pet owners who gives up their pets. I understand some do, no judgement, but for me I know I'm responsible for them and feel bad giving them away, and honestly I don't even think I could bear it nor my partner.
Anyways, this is what I've done thus far to evade detection; Obviously you want to get a rental that has a 2 pet limit, and I personally recommend just paying the 2 pet rent because if your cats are talkative, or can fight sometimes, it can suck during maintenance and expose you if they make a peep. Plus you can leave 2 home while moving the rest on inspection days.
Private entrance apartments or homes are key, somewhere that you don't have to go down a massive hallway in front of people. Next, I typically put privacy tint on the windows for obvious reasons, If you can't do privacy tint then you can completely cover the window and blackout curtains. This isn't as bad If your pets barely go in windows as well.
I typically move cats in boxes that I cut holes into instead of carriers, it looks ALLOT less suspect from a distance, but it also depends on the time of day, I always move under the cover of night if possible when transporting tons of pets, and it works without failure.
I always have at least a 1br for maintenance, so I can hide the pets. I try to stick to places that are a little ghetto but nothing that will get you shot. Bad management, old appliances, complaints of bugs, but still generally safe, light up at night, quiet, lower crime rate area, etc. This allows you to live there with minimal inspections, if any at all. If they do inspect, it might be once a year, and what I do is rent out a motel for the day of the inspection, move the pets there for the day, and go back at 430-5 when I know the inspection time had passed. Ironically, I got the idea to do this while bored sitting in a motel, today is inspection day.
I think too many people get scared and go the route of honesty, but I find it won't get you anywhere. I always have nice furniture and keep my home in good shape, people always compliment my home, but nobody will trust you with tons of pets. The world is set up to judge you, for better or worse.
It's not always ideal of course, but If you make your bed and want to lay it in, that's how. Obviously buying a home is the next option, but I'm currently self employed and haven't hit the 2yr limit so I have to wait until then. Good luck!
