Need help/new suggestions about fleas

Hi everyone. I have decided to post here because at this point I am truly desperate. After moving into my apartment almost 3 years ago, my 3 pets got fleas. I’m sure it’s because this has always been a pet friendly complex and people are in and out. I immediately upped my treatments for them, bombed the place, and have kept up with everything and until recently it has been under control and fine until about a month or so ago.

I am having a really hard time lately. Their topical treatments don’t seem to be working anymore and nothing I do keeps anything under control. I have tried so many remedies both advised from vets and DIY remedies and nothing is working. I can’t ever relax or be at ease because my pets are suffering. My pitbull has developed hives that turn raw from her licking them and I believe they are a sudden allergic reaction to the bites. She has never had them in the 3 years ive had her but I’m not sure what else it could be from. I don’t know what changed or what else to try.

I made a trip to pet co yesterday and was advised to try the Capstar pills. I think these would be a good option because their topical treatment isn’t working. I am going to try a different brand but need to wait as I applied their monthly treatment last week and don’t want to do another too soon. I had to leave petco because I don’t have the funds to purchase the capstar after paying rent. I need $80 for both the cat pills and dog pills. I am completely desperate, broken down, and worried about my pets not doing well. I love them and I have tried everything and don’t know where to go from here. My vet recommended the pills as well. I am hoping someone may be able to help me out. If not, any advice is welcome. Please don’t judge me, I’m doing the best I can. Thank you for reading.
