Rehoming mother’s dog (awful situation)

In a tragic turn of events our mother, from whom I am somewhat estranged, was recently sectioned (committed to a mental hospital) for her own good. My half sister has been forced to look after her dog but she lives in shared accommodation and that situation is unsustainable. It is causing friction with housemates, understandably.

She is looking at rehoming options but she has been told by several animal shelters that they aren’t sure if they can take the dog because my half sister is “not the legal pet owner.”

To me this sounds like nonsense and I think it might be that they are trying to deter her because they have too many animals after the pandemic. Is there actually a legal basis for rejecting it?

Does anyone know if there is a way to get the shelters to take the dog? Or can anyone suggest some good alternatives?

Any advice is appreciated.
