Can I steal my neighbor's cat?

I've watched my neighbors cat grow in their backyard from a tiny kitten to a little shitty kitty that will attack you as often as she will love you. This isn't why I want to take her - I have two cats that live outside, and I'm ok with outside cats. However, this poor kitten follows people into their houses and has gotten mistaken as lost 3 times, crosses the street constantly, and has gotten injured somehow and nearly died. At that point my neighbors took off their collar and let the poor thing be outside, and we have taken up feeding her. She's now pregnant, and small, frail, and still injured. Shes dirty, sick looking, and hangs out around my house. This is honestly so sad to watch, and my brother considers the cat to be his - but shes not unless something changes that. What can I do? I cant take her to the vet if it's not my cat, because those neighbors may have a big issue with spaying her or any surgery for her injury. I dont know what I can do.
