Chihuahua is terrorizing the rest of us

So I am trying to figure out if I’m in the wrong here. My mom has a chihuahua, he is about 2 -3 years old. He is definitely smart, fetches his toy, understands some commands from her, etc. Now he was raised with a large breed 75 pound yellow lab, and a tiny old shitzu. He ignores/tolerates the old dog. But he has always tried to intimidate the lab and has succeeded, he’s attacked him in the past and makes him stay across her room/makes him look away. We recently got a pit/American staffy/bully when she was a puppy about a year ago. She is a smallish pit, super sweet, always up to play, belly rubs, tug of war, very emotional and a little stubborn lol. Now the chihuahua used to play with her when she was little, but as she got bigger he has I guess developed a dislike for her and now tries to attack her any chance he gets. The pit will walk up wanting to play and he might play for a minute and then attack or might just attack her. It isn’t just her he also tries to intimidate and barks at the lab and the other adults in the house. He is always I guess on guard with my mom and thinks no one else needs to be near her. It’s maddening because oftentimes if a fight ensues then they are both punished by being put in their crates. In order to keep the peace, the pit is forced to be in a crate while the chihuahua is free to antagonize everyone and bark. He has already been flung across the room in the mouth of the lab and also the pit. He does not seem to care or understand they either of them could simply crush him. They choose not to, but the pit is getting more aggravated/she doesn’t allow him to just bite and tear at her face. I don’t blame the pit and think the chihuahua needs serious training or perhaps rehoming where he can be a single dog. My mother is not willing to invest money in her chihuahua because she tends to blame the pit equally, when it is absolutely clear that the chihuahua is the one that starts ALL of the confrontations with either large dog. He has progressively gotten worse and worse over time. I am worried that one day my pit may actually hurt him, and will then be blamed when its because she finally couldn’t take his crap any longer. Am I wrong? Am I the asshole? Please any advice, insights, suggestions or questions are welcome. Thanks
