I found a stray kitten, and can't find his owners. How long do I have to wait before I can adopt him?

Two and a half months ago, I heard meowing, and walked outside to discover a 5-month-old kitten in my front yard. He was friendly and sweet, but very bitey (teething.) I took him to a vet, who found no microchip. He was sneezing a lot, and had flees, but otherwise was in good health. I spent weeks scouring every lost and found site, Facebook, craigslist, next door app, etc, and found no posts about him. I walked the neighborhood looking for lost posters, and created found posts on multiple websites. After weeks of hearing nothing, I took him to my vet for a checkup, got his vaccinations and deworming, and had him neutered. My current cat became fast friends with the kitten, and they are now inseparable. I have decided to add him to my family, but he has very distinctive markings, and I'm worried his previous owner will one day see him in my window, and demand I give him back. I have no problem giving him back to a truly caring owner, but I'm confident he was abandoned, not lost. I've never seen him in the area before, and the day I found him, one second it was quiet outside, and the next second there was a kitten in my yard meowing incessantly. He was frightened, and had clearly not been outside long, as he was meowing at everyone passing by, and desperately trying to find someone to help him. I'm paranoid his owners live in my area, and will one day change their mind, and decide they want him back. I live in southern California. What are the laws on lost and found pets. Does his previous owner have a certain amount of days, weeks, or months to reclaim him, or can they show up years from now and demand I give him back? At what point can I consider him mine?
