Lost, thin kitty with collar wandering around my block at night

So as of a week ago my mum noticed a cat wandering around our block. At first, we thought it was an outdoor cat, but she’s only been showing up pretty frequently the past few days. Tonight, when my mum went outside to take out the trash, she saw kitty crouched by our neighbours house. It’s 1;30am where I am now. I think this is someone’s lost cat, as out door cats aren’t too common in this area and i’m not sure who lets their cat stay out this late (and seemingly for continuous days this past week). my mum put some dry food on our neighbours driveway, and she almost ran away but gobbled it up as soon as we took a step back. I got to take a closer look and to me she is either really young or quite thin- my mum says she seems to have lost weight really rapidly since she saw her at the beginning of this week. We put out some wet food, water, and dry food in front of our house before going back inside.

How should I slowly gain the kitty’s trust so we can get her back to her owner? I would be heartbroken and so worried if one of my kittys got out, so i’m posting here asking for tips on how to make this kitty feel okay coming closer to us. There isn’t too much traffic in our block except for one main road where cars to tend to go fast, and I’m really worried that she’ll get hit by a car if she stays out there for too long.
