Potty issues please help

Hi, I’m honestly clueless of what to do. I have two chihuahuas, both are a couple years old. They use potty pads because during the winter it get below negative and i don’t want them to freeze in the 10+ inches of snow we get each winter. Well anyways they both pee and poop everywhere in the house. We have a girl who pees on the carpet, and will even poop on the carpet, about 35% of the time she will go on the puppy pads. We also have a boy who pees on paper, plastic bags, shower curtains, bedding, anything left on the couch or on the floor, you name it he pees on it. He also poops on the carpet but will go on the pad half the time. I honestly don’t know what to do anymore, I tell them not too sternly and will say something when I catch them in the act, but I’m not up during night when they mostly do this. I really need suggestions on what to do and how to get them to stop going potty everywhere. Also I would take them outside to go potty but 1. They don’t have their shots yet and 2. I don’t want to confuse them if I bring them out when it’s nicer outside, but make them go inside when it cold. Pleaseeeeee help
