Should we allow the dog?

Hi! New to reddit and looking for unbiased advice. I need your help!

Background, house has two cats and a dog. Dog is laid back and larger, cats are, well, cats. Current dog gets along with the cats. Potential new housemate has a dog.

I am fairly adament if there is another animal, it should be more laid back and at least ignore the other animals from the get go. (Let me know if this is an unreasonable opinion).

Enter potential housemate with Dog. Dog is a beagle mix, around 30 lbs. 1st time he comes over, he plays with my dog for at least an hour, hour and a half. Doesnt slow down this time, still has energy but hadnt had a chance to get it out earlier. Doesnt meet the cats. I am worried this is not a good fit, so round two..

2nd time, dog comes over to meet cats. He has been ran earlier, and I dont allow him to interact with my dog. Takes about 15 min to calm down, but he is still a little wiggly. Cat comes out, dog is on leash. Dog stops wagging tail, pulls to end of leash. Cat and dog are close enough to sniff each other, dog starts growling fairly loudly within a few seconds. I coax cat back. Dog goes outside to run around for about 15 min, comes back and still has alot of energy. We give him about 10 or so minutes to calm down before bringing out cat 2. Cat 2 comes out, immediately starts meowing loudly at dog. Dog pulls to end of leash, I see a few raised hairs, starts low growling. Dont wait, I get cat into another room.

To me, cat 2 is very stressed by the dog. Dog is also stressed by cats. I dont think its a good idea to have dog move in, since he is obedient but not calm, and to me doesnt like cats. Housemate insists dog can be trained. I think that could take awhile and still not deliver great results, plus the unknown amount of time we would have to keep them separate would be stressful.

Advice?
