Vet won't hand over treatment records

So, this is in regard to treatment records at an animal hospital where our canine family member that died two weeks ago was treated and kept. We are in NY State.

They have been refusing to give me her treatment records -giving me the run around, sending things they know aren't treatment records (blood tests) and ignoring my emails when I reply informing them those aren't treatment records. I've emailed several times in the past two weeks, called a handful of times, and even asked twice in person. I just called again now and they gave me the run around again!

They will act like they're "putting in the request" and they will be sent over to me, but that doesnt happen -of course. They either don't send anything or will send another file with only test results and claim that's what they have.

Does anyone have advice in this type of situation where they are refusing to send over treatment records for our dog who passed away at their hospital?

Every other place that treated her or any of my animals has been able to send records of treatment within hours. At a hospital, I can understand maybe a day or two. Worst, a week. But it's been multiple weeks and they are giving me the run around pretending it will be taken care of but it never is. I will be reporting them to the state veterinary board, but does that work? Is there actually accountability through that? Because they either think I won't figure out how to report them or feel that even if I do it won't matter to them.
