Why does my Male cat always lick my Female cat's ears then bites the Female cat's neck?

I tended to keep my two cats separated because when I got my female (F) cat, my Male (M) was already fully grown and seemed to bully the F cat.

Now that they are both fully grown, I've been letting them loose together. But when I do the M will lick the F's ears then quickly swoop down and bite F's neck. As far as I can tell, M has never harmed F doing this. I'm just wondering if this is something normal or what is going on?
