We live in Austria and my relative saw her neighbour (who is apparently a bit crazy) hit the dog once, when he was taking the dog for a walk.
When my relative told me I asked her to call the welfare/police phone numbers in our country and they were useless. They just 'noted'/recorded it..
He leaves the dog outside, so it basically lives in his garden, however the garden is pretty big. I saw the dog for the first time today and it was outside however it looked healthy but maybe a bit skinny and by first impression maybe a bit timid but hard to say since I only saw the dog for 2 minutes.
I don't know what to do, I don't live in the area but I visit once a week.
Any advice?
The only thing I can think of is waiting until winter and taking pictures of the dog being left outside and also take pictures of the dog being left outside in the middle of the night, (like 2 am or later) as proof of the dog being neglected..
