Little back story to catch you up to speed here, this is bout my lemon beagle buddy. He was my grandma's dog, and she developed Alzheimer's and when she could no longer care for him we took him in.
He was pretty messed up about it because he was roughly 10 when it happened and they'd been together the whole time. We had some issues getting him adjusted to out life because he was always just allowed to do what he pleased in a more quiet neighborhood. His new home required leashes and tethers which was very new to him.
He developed a connection with my mom and would act out in anyone elses care, anytime she left he would make every noise in the beagle dictionary, as loudly as possible. But eventually he got over that.
Now just recently they took him back to his original home as my parents are renovating it, and he met a female Chihuahua in heat. And since then he hasn't been himself.
He pants and whines really fast constantly and literally nothing will stop it, he barks, yips, and howls inside and outside the house, and basically will not sleep unless he's exhausted. I feed him, give him water, walk him, play with him, give him treats, pet him, hold him, talk to him, we've taken him to the vet, he has anxiety meds that don't do anything at all.
Recently he started doing these things early in the morning. I've been sick for a few days now and I cannot sleep with him doing this, and I'd imagine that if he keeps doing this one of my neighbors might loose their patience before me and may try to end his life. This is also creating an incredible amount of tension between, me, my mom and the dog. He's cutting everyone's sleep by 2-3 hours and the constant noises are getting to all of us.
I don't know what to do anymore. I'm sorry if this is really rambly, I'm very tired.
TLDR, Beagle makes loud noise 24/7 of all varieties. It's a new development after meeting a female 2 weeks ago. I can't sleep, he's loud enough to hear through walls and I'm afraid one of my neighbors may try to kill him.
