Hand-Raised Cat Aggression & Behavioral Issues

I adopted my first kitten about two years ago who was found by himself when he was only 2 weeks old and hand raised. As long as I've had him he's been an extremely rough player and is sometimes very aggressive. He doesn't particularly enjoy being pet and any attempt usually results in being bitten/scratched, which has progressively gotten worse. I tried all the recommended behavioral solutions like squealing 'ouch' when he hurts me & having designated play time with a toy.

He has been incredibly bored lately and constantly wants to play, which has led to him being quite destructive around the house (I've tried everything I can think of and he will not use any material scratching pad or post, only our rugs & carpets). I'm about to begin working full time and he'll have even less stimulation, so a few weeks ago I adopted a 9 month old kitten (female) in hopes it would help him be less bored and destructive. At first he was very hostile towards her, hissing through the door. I took their introduction very slowly and he's now very interested in her, but she's not interested in playing with him because he's so rough.

The main issue I've been having, however, is that he is constantly trying to crawl on her back and bite her neck as if to mount her. I'm guessing he's trying to establish dominance, but when I see it happening and try to get him to stop he will attack me. I'm at the end of my rope and don't know what to do with him! The new kitten is such a sweetheart and has put into context just how many behavioral issues he has. Any advice or suggestions would be greatly appreciated!!
