How to be fair to my cat when my budgie is out of his cage?

Very recently our budgie (Oli) has become more friendly, coming out of his cage whenever it's open, jumping onto my hand and onto my shoulder, eating his food out of my hand. As much as I love this, I feel as if it's unfair for our cat (Thomas). His food and cat litter is in the same room as Oli but we have to keep the door closed so Thomas can't get in while Oli is out of his cage and exploring the room. He only stays out of his cage for about 5 minutes everytime at the moment but we're afraid to let the cat in because he might be aggressive towards Oli or be startled and end up hurting him. We know that if Thomas got hold of Oli he could easily kill him, so is there any solutions to this?
