I was a bad cat owner but i want to change and i dont know how

I dont know where to seek advice so im posting here, im looking for advice so please be respectful

In the past we used to have pets but most of them died either got hit by the cars,accidents, or lack of care/knowledge.

So in 2016 i wanted to get a maine coon and i did, she came from Russia and was a few months old while i was in the hospital, i named her Luna and after i got from hospital i couldnt really take care of her until i had the ability to walk again. She would hang with me at the bed, sleep next to me cuddle me and even sleep on my tummy, when i walked again we would play hide and seek. Shes an extremly smart cat and a little bastard sometimes but i love her.

And of course being me i kept losing interest in her i mean i loved her and played with her still just less frenquetly. I was a bad owner because i didnt give my all to her i didnt groom her that much and feed her (my parents did) she is a picky eater so she was skinny and would search around kitchen for food.

Now in april 2019 we had to move her to my dads house because we had flea invasion because of her and since then she didnt come back to our house she is alive and well from what i can tell.

Now i want to take her back to my moms house and actually put 100% on her and take care of her and be responsible i hope, i miss her often times and its not fair to her or my dad to be left when i asked to get a cat.

Now my question is, how can i be a better owner? And where can i send her to be treated with fleas and the prevention with fleas while she is being an indoor and outdoor cat. The past and my immaturity makes me feel guilty and sad, i dont wanna lose her due to lack of maturity in owning pets.
