My kitten is aggressive and my dog is skittish

I have a female beagle for 8 years. And I decided that it would be a good idea to get a kitten so my dog can have a friend for when I am away.

I tried to follow the steps of getting those 2 to get to know each other. I gave a room to the cat where the dog had no access into. I exchanged smells using blankets. And I even put them in the same space but far away from each other. This process has been ongoing for close to 6 weeks now.

Today my sister let the cat out and came into contact with my dog. She doesn't seem to assume attacking pose but still, she was approaching her and throw some small hits with her paw and claws while my dog was scared shitless behind the toilet.

Whan can I do to change her perception of the cat? How can I make them friends?
