3-ish week old orphan kitten care help

Hello, my grandfather caught a mother cat unknowingly and when she got loose she disappeared and has not been back. I found her 4 kittens in my old cat shed and brought them in. We tried luring the momma the last few days with food and the babies but shes no where to be found and there are dangerous animals around. So I've been feeding them and stimulating their body functions. Their eyes are open and now their ears are opening too.

I've never done this before and I am the only one around who can/will. I've been unable to keep a proper schedule with them, I try to feed them every 4 hours but sometimes I have to go a little longer because of work. I have the kitten formula but I'm not really sure how much they're eating each? I just feed them until they stop drinking. I have no scale to weigh them, one is very large, one is pretty small and the other two or average sized. Three of them had a bowel movement today (a bit constipated) but the largest one has not. Tomorrow will be 2 days without one. I'm worried it's something worse but I know they're all constipated so I'm hoping theres something I can do to help that. Hes not really acting hurt/sick/lethargic though. Seems normal and is peeing and hungry.

I put some extra water in the formula like it said online(though I dont know the best safe ratio as the formula says 2:1 water:powder so I might not have added enough extra water) and tried to stimulate him after feedings and tonight on and off for an hour or so but no luck. The vets I've called wont take him and neither will our animal control. They say it's better for me to foster them til their bigger or in case their mom shows up, but I have no money for the vet, and I'm at a loss on what to do.

Any tips please? What ratio for the formula is best? Is there something I can add to it to help get rid of the constipation? And is there anything else i can try to stimulate him besides just a kleenex/wet cotton ball? I can try and just drop them or the one having an issue pooping off at the vet or shelter but I'm afraid they wont take them. And I really dont want something to happen to them. They've been doing so well except for this.

If theres nothing more I can do, he starts acting weird or if it's the best for him I can drop him off at the vet/shelter if they'll take him. But they said he wont be adopted and I want them to have good lives, not be dumped on the street, split up so young, killed or used as dog bait (the vets words).

I'm going to post this and go to sleep so I can wake up to feed them in a few hours. Please let me know what I can do and I'll reply when I can.
