We are experiencing an issue with our neighbor. They have a german shepherd puppy that they keep tethered to a tree in their back yard. They do not have any type of shelter provided for it like a dog house, fenced in yard, nothing. Just the tree. They have only given the dog a same amount of movement room on the leash from the post to his collar. He has to lay in the same exact spot all day and when he tries to move, he can't. He will stand up for little periods of time or sit up. I can imagine that his hips are probably hurting from being on the hard ground. I am pretty sure they left him out there in this thunderstorm we had last night. I have taken video of where he is located in relation to his water and food bowl and he does not have enough length on his leash to reach the water bowl. I know in KY, if a dog is kept outside, the owner has to provide adequate shelter from extreme weather and sun and some type of protection, the owner has to allow easy access to water at all times during the day and the dog has to be adequately fed and have the ability to move within a certain amount of space. I never see anyone go out there and feed the dog or even pay any attention to it at all. I am not even certain that it is fed every day.
I did call our animal services number and was told that the animal control officers could come out, but they can only access the situation by what they can see from a public access like the sidewalk. I don't think they can even see the puppy from the sidewalk, they cannot go onto their property. They can definitely see it if they come onto our property and walk down by our fence. They can see how long the leash is and where the food and water bowls are. I have taken a lot of pictures and videos over the last several days. The dog just lays in the same spot every single day and when it tries to move, it can't go anywhere else. My husband wants to talk to them first and find out what the situation is and offer to maybe help like put up a shelter or something or just to find out if maybe they got the dog because they thought the kids would like it and the situation changed. The guy wasn't working at the time and he just started a new job and the girl takes care of their two little boys. I understand if your lifestyle has changed and you just don't have the time to be responsible for a puppy, but my opinion is then take it to a shelter or find another home for it. Don't dump it outside and leave it. My husband is also worried that if we report them then they will find out it was us and try to retaliate in some way. They are more than welcome to come on to our property and look and if there was some way they could do that without the neighbors knowing about it or do it before they go over there to get evidence, that would be awesome.
Sorry for the long comment, but I am just upset and having trouble sleeping with this whole situation. I kind of feel like the dog has lost hope. I want to go down there and make sure he can get to his water, etc. but I don't want to trespass on their property. I don't think any of the other neighbors can see the dog since it is down towards the bottom of a hill.
If anyone has any advice, I would appreciate it.
