Question about rabies..

Long story short, I live in Idaho, in a high end gated community. A dog was yelping at the door the other day and when i cracked the door open, I saw it had its neck shaved and it started to growl and then paw at the door and yelp, back and forth with the growling. It was some wire haired terrier Chihuahua mix. I gave it some food outside and called animal control cause I was not sure why it was aggressive and growling. It wouldnt eat or drink either.

My husband cat likes to roam outside in our yard. He just had his rabies and etc shots about 6 months ago. Today my cat bit me cause I guess I petted him wrong. He didn't break the skin or anything just a indent. The first thing I thought was about that dog, and I got irrational. I told my husband that the thought of getting a rabies shot (which is expensive, and extremely painful) since our cat had been outside when that dog was. I mean, the cat isn't rabid or anything like that...i was just overly paranoid I guess. My husband snapped back at me saying I can not get a shot cause that would be a death sentence for our cat. I was confused. He said "I have worked at a Vets office for years. You know what they do? They euthenize the animal and then cut its head off and send it out for testing, there's only vaccines to prevent rabies for animals. If an animal is suspected to have been bitten by a rabid animal, they just euthanize the animal as a precaution. Mortimer had his rabies vaccination, he doesnt have rabies even if he was bitten...which he probably wasn't, and even if he was, you are just assuming the other dog had rabies cause it was growling"..
