"Sudden" Goldfish Owner--Need Advice

Hi, I don't know if this is the appropriate sub but I don't have anyone else to reach to. This might be long too but I really need advice on what to do at this point.

Just recently, my brother won several goldfish without letting any of us know and he won so many so quickly. He randomly bought a small fish tank and also bought some food for the fish and suddenly just threw them in. My brother and I have had bad experiences with fish and they usually died within weeks and months and the sudden responsibility having to take care of them is putting a lot of unnecessary pressure because I have other things to do (school, family relations, etc). At this point I decided to do research and that I realized that in order for a fish to live long, it needs a large swimming space/tank, constant filtering, and even having to bond with your fish as well. Everything that my brother got including the tank and food isn't adequate just from observation. The tank is too small to fit all of them and I worry that we need constant filtering because of the toxic levels from the fish poop. I really have no idea what to do. The thing is, my family lives in a small home , and we have a small budget for the fish. Can anyone suggest where I good, working and cheap tank with a working filter and cycling? Second of all, how can I maintain them so they can live long lives? I don't want to just let them die either because I don't want any animal to die especially in our hands.
