What is a small pet that can live well with a cat?

My boyfriend and I live in a one bedroom apartment. We have an outdoor cat that comes in during nights and an indoor cat. The indoor cat cannot go outside because he has a broken tail and is super skittish so he doesn’t really make the right decisions under pressure. He is curious and playful, but otherwise very good at listening to us when we tell him no and he learns boundaries pretty well.

With this being said, is there a small pet that would go well with these living conditions? I was thinking that a guinea pig would be good, but I’m not sure if I have enough room to give the guinea pig a big enough cage and, therefore, a comfortable life. I was also considering a small tortoise, but I am also afraid we wouldn’t be able to give him as much outside time as he would need. Lastly, I was thinking mice, but I feel like that’s just tempting fate.

If I have the means, I love giving animals happy homes, and animals are my passion. Whatever animal would best fit these conditions, I would make sure to get from SPCA or a rescue so that I can give it a better life than it had before. That’s my main goal. I just want to see which animal I can most benefit! What is the best option here?
