How to build a relationship with my budgie?

I've had a pet budgie since 2015, when I was 11. However, like the stupid kid I was, I didn't really try to take care of him all that much. Rather than a pet, he was more like a "decoration", so to speak. Whenever I let him out of his cage, he'd just go and look at himself in the bathroom mirror, or he would try to get back into his cage. As a result, I ended up not taking him out of his cage anymore. He nips me whenever I reach into his cage or try to put him up on his bedtime spot, and he nips me whenever I try to "pick him up" (have him stand on my finger). He'll stand on my finger, but will still try and bite me. He has food and millet all the time as well. I've emotionally neglected him for 6 years. Now that older, I've realized what I've done. How do I fix this? Is it still possible to build a relationship with him anymore?
