I know someone abused my dog and I don’t trust my neighbors anymore

I live in the countryside where a lot of dogs are abandoned. A few months ago I met a sweet lab there and instantly fell in love, so I kept her. She is the sweetest, happiest, best dog I know. Since she has been living in the area her whole life and knows the place better than I do, I let her roam free and run around, like the other dogs in the neighborhood. She always comes back in an hour or two, but this time she didn’t come back for two whole days. I looked everywhere she could possibly be and asked neighbors, but she was nowhere. One day, she turned up waiting for me at my front porch, but I first notice her collar is gone. She looks terrified and sad and her tail is tucked so far between her legs you can barely see it. I looked in her eyes and I knew something bad had happened. I checked for injury or trauma and I noticed her front paws/legs were red and looked very painful. She was limping too. I have never seen her this submissive, this sad or this scared before—she is always so happy. It broke my heart really. I just moved into this neighborhood and my next door neighbors seem very nice, but I don’t trust anyone here after this. Am I being paranoid? Does this seem like she was abused and managed to escape? I know a dog collar like hers wouldn’t come off without human hands. Any advice or thoughts would help. Also I won’t let her out unsupervised anymore, that was a mistake.
