My neutered male cat shows sexual aggression towards my other neutered male cat

One of my male cats (sweeney) has been showing what appears to be sexual aggression towards my other male cat (Todd). Sweeney is 3, the Todd is 2.5. This has been going on almost daily for the entire time I’ve had them (since they were kittens). They were neutered as kittens through their adoption agencies. I’ve always thought this was Sweeney’s way of playing, but Todd has never been receptive of it. He always meows, tries to get away, and will hiss and get to a high point where Sweeney can’t get him. Sometimes Sweeney will leave him alone after that, other times, he’ll chase Todd down and won’t stop unless I get between them which I’m pretty quick to do. I don’t let it go on because it clearly distresses Todd. Sweeney has never been aggressive towards me even when I get between them. Most of the time, Sweeney and Todd get along great and will cuddle together.

I just realized today what this behavior was after doing some googling. Is there a way I can stop this behavior or is this something I should bring to my vet’s attention?

Edit to add: the behavior that Sweeney shows is pouncing on Todd’s back and biting his neck.
