Random dog aggression

Hi all, so I was out for a walk in my apartment complex today. A gal had her dog (medium sized, don’t know the breed) off leash, obviously had just let him out to pee on the patio outside their door. I was on the phone as I walked past and the dog ran up to me. Granted, the dog was wagging his tail and sniffing at me in a friendly manner. I stopped by the patio where his owner was standing so it wouldn’t follow me farther before she could call him back. The dog looked fairly young (but not a puppy) and didn’t listen when she called him. Obviously being a dog I don’t know, I didn’t reach out to it, and waited for it to go back home. Instead, he jumped on me a bit which was fine, but when the owner started forward to try to grab his collar, he started barking at me (slight snarl but not full on) and kinda snapped at me. I’m not sure if it was a rescue and was triggered by something I was wearing or something I did (which was nothing beyond stand there waiting for the owner, no eye contact either). He ran off a ways and I could see his hackles were up when he looked back. The lady ran after him and they went around a corner and vanished.

I’m not sure if there was anything I could have done to deescalate the dog or not since I was a stranger. I’ve never been approached by a dog that went from friendly to aggressive so fast. Any advice if I run into them again? Aside from the obvious steer clear if I see them. I love dogs and understand it probably wasn’t anything I could control, but I’d like to know what could be done in any future scenarios so I don’t get end up with a dog bite.
