Cat microchipped but owners unresponsive

My roommate brought home a cat a few months ago that had been living on the streets in the city for at least 3 months prior. We took him to the vet and found that he was chipped! Both us and the vet called the owner to try and reunite them, but it has been months with no response from the owner.

Mr Jigglypuff is the sweetest cat I've ever met so it's hard to believe that his owners wouldnt want him anymore, but they've ignored all of our messages. Its especially confusing that someone would go to the hassle of chipping a cat only to disregard him once found.

Are there any steps that can be taken to either A. Contact the owner in a more meaningful way or B. Transfer ownership of the cat if they no longer want him.
