Food advice for birds

There are a lot of birds in my locality. I hear birds chirping and singing all day. The species I've spotted a lot of sparrows, pigeons, a couple of parrots a kingfisher so far. I've also seen a few birds that I couldn't identify. I live on the 2nd floor and have a pretty spacious terrace outside out living room. I always thought it would be cool if birds can and hang around there. So I ordered a bird feeder today which has compartments for both food and water.
I tried chirping at them, but it looks like I am poor at birb talk. How can I invite them to my party? I know it'll take time for birds to start visiting my terrace, but what food should I put in the feeder that they'll like and I'll have easy and cheap access to? For the record, I live in western Maharashtra, India. Sunflower seeds are a bit costly, but pearl millets are available easily and are cheap here. Do birds like that?
