My dog is acting like she's being abused and it keeps getting worse

My girlfriend and I have several pets all rescues two of which are small dogs, a Terrier mix and a Yorkie. The terrier came from an abusive household and we've done a good job rehabilitating her, getting her to socialize etc. The Yorkie came from a puppy mill that got busted and we've had her since she was only a few weeks old.

She's always been a bit jumpy by nature but within the last year, she's been extra skittish. We didn't really think much of it at first but it started getting worse rapidly. She acts like we violently abuse her everyday and she's scared to even come to us anymore, it's very upsetting. Initially we thought maybe one of our neighbors was being mean to her but after going out with her every time we let her out that doesn't appear to be the case.

There hasn't been any new rule or schedule changes and nothing we can think of that should be causing her stress, none of the other animals are acting like this. Coupled with the fact that her breath has been getting really bad the last few months, I'm beginning to suspect that she may have some kind of dental issue that's causing her pain. Could that impact her behavior?

We would take her to the vet but in the last two months our car needed serious repairs, we've had to fix the roof, replace the furnace and my girlfriend's hours got cut at work so all of our savings are pretty much wiped out. If we have to take her to the vet we'll find the money somehow but in the mean time, does anyone know if something like this could be causing her behavioral change? And if so is there anything we could do to help her/check to see if that might be the issue?
