Neighbor's house is a cat factory. Advice please?

I have two neighbors who won't fix their cats. I currently have 5 kittens hanging out in my yard, using my flower garden as a litterbox, knocking over my plants, scratching things and scaring off the birds. They're also giving my dogs and cats fleas (I see them biting and scratching at themselves.) And while my animals are treated with good meds, there are just too many untreated cats being hosts. My cats are allowed in their outdoor enclosure only and not able to free roam but recently one has started spraying because the kittens are super nice and they wanna come say Hello but my cat doesn't like that. He has no medical issues either but they visibly stress him out. Old lady across the street had 4 litters born under her house and I offered to help her but she told me not to bother them, neighbors next door have 2 litters and they're very hostile people so I dare not try to talk to them about surrendering their kittens or treating them.

So my question is: What can I do about this? My dogs wont keep them out, they are great with cats. Can I place traps for the kittens and take them in as strays or take them to get them fixed myself? I'd rather them go to good homes because they use my yard as a bathroom constantly and my dogs roll in their poop sometimes. Plus I'd hate to see more unwanted kittens roaming around next year.
