I have a dog who seems to be very sensitive to the cold. My house is kept at 70 degrees and he wears a sweater but he's still been shivering. He is kept inside almost at all times except for short bathroom breaks so he isn't cold because of going outside for too long. He has a fluffy bed with blankets and his kennel he sleeps in at night also has blankets. I've seen heating pads recommended but I've also seen people say that they risk burning a pet. Is there anything else that may help him keep warm?
