Cat provokes puppy, puppy provokes adult dog

I am not new to pets. I am, however, new to owning 2 dogs at once and a cat who lives to tease said dogs. I do not know how to handle this weird dynamic.

My cat likes to pick at both dogs. My adult dog doesn't get bothered by it and will just sniff her or get weirded out by the cat's odd advances. My puppy, on the other hand, can't contain himself and will start wrestling with the cat. They are both the same size right now and he'll never be much bigger than her since he's estimated to be ~14lbs full grown. The cat is usually nice and won't use claws or bite, but she sends the puppy mixed signals. He always wants to play when he sees her, she doesn't always want to play. I've found scratches on his tummy before from her, and I don't know how to discourage him playing with her when she'll egg him on with things like swatting him while hiding under furniture or getting up in his face when he's laying down. I really doubt I can get the cat to stop doing that unless I make a full effort to never let both animals be in the same room. I'm just afraid those scratches are going to be an eye one day.

Now for the puppy and adult dog. They get along fantastically 99% of the time. That 1% is when my adult dog is sleeping. She can be quite grumpy when she is disturbed during a nap, even towards me. She has given herself a very strict nap schedule and will only move away from it if we're going on an adventure. The puppy likes to lick her face while she's sleeping, and this always annoys her. She is suuuuuuuper patient, and will just growl, but it's still not good for that to go on between them. He has no idea to stop licking her when she's growling and will sometimes start to lick her more. Is there any way to stop this behavior other than physically move him any time he does this and hope he outgrows it? I do believe it is the puppy with the poor behavior, and I shouldn't expect my adult dog to let him do whatever he wants to her, when he wants.
