first timer - puppies with fleas

hello, i am a foster for puppies and last night I picked up two 7 week old cuties. I brought them home and kept them in two different isolated locations but after about an hour, noticed they both had fleas (one had a few, the other had more than a few maybe about 6-8 that came off in the bath). We immediately washed them with dawn soap, and today gave them another morning bath as well as treating them with Capstar this afternoon (second bath only yielded about one flea on each pup). I've washed all articles of clothing / sheets / blankets that the puppies came into contact with. I have also spread diatomaceous earth around the house (although honestly not sure if if i overdid it or underdid it..). This is my first ever encounter with fleas, no one at the rescue seems concerned and none of the other fosters replied when I alerted them that the litter has fleas (they came straight from momma's 'filthy' home, to transport, to my house).

How soon can fleas spread into the house? I've taken all the steps I've read about but am stressed out that I won't know if its effective until it's too late. I also feel like I can't cuddle the puppies until I know they are flea free and all they want is some cuddles! Should I continue to have minimal physical contact? Please help me understand this situation :(
