Is it cruel to keep a outdoors cat inside?

Hi, me and my cat are moving house. Its looking like I can only afford a small place, and possibly somewhere on a busy road or without any outdoors space.

Hes an outdoors cat, not that he spend much time outside but he's backwards and forwards. He's getting on, about 12 years old.

Would it be cruel to keep him in from now on? I don't want a depressed cat :(

Any advice? Thanks :)
