My cat gets aggressive-- any advice?

My cat is a 5 years old, male, neutered, and is occasionally allowed outdoors. I have two roommates that I've been living with for about three months, and we only have one exterior door in my house. When my roommates are leaving, regardless of whether they're about to let him outside or not, he'll wind around their ankles, meow really loudly, and occasionally swipe at their legs too-- it seems like a weird, anxious reaction that I can't really figure out. Sometimes he will also do the swiping thing when doing other things like making the bed or folding clothes (ie not paying attention to him). I don't think this is play-related because he doesn't seem like he's in a playful/hunting mood when he does it (and yes, I play with him every single day for at least 20 minutes with a fishing rod style toy)-- it seems more like a stress reaction that I can't quite figure out. Google isn't being helpful but I would guess this falls into some kind of fear-based or status-related aggression. I don't want to use negative punishment because that tends to make him cranky and I don't want him to get to the point where he's biting people. Any advice? TIA!!
